LAUSD’s Local Control Accountability Plan is the basis for Advancement Project’s advocacy and technical assistance efforts aimed at improving education outcomes for foster youth. Our goal is to strengthen existing policies and programs within the District while building and mobilizing a broad coalition of foster youth supporters who will build political will to sustain these programs.
Advocacy and Technical Assistance
The Coalition for Educational Equity for Foster Youth (CEEFY) began as a result of new Local Control Funding Formula (LCFF) Legislation, which included—for the first time— foster youth as a subpopulation of students that districts were required to serve and be accountable for as described in their Local Control Accountability Plans (LCAPs). CEEFY is a stakeholder coalition including advocates, county child welfare representatives, juvenile court representatives, and foster youth education experts. As a precautionary measure to prevent foster youth from being overlooked in the LCAP, CEEFY organized to advocate with local districts in 2013. CEEFY works to engage school districts around LCFF implementation to close the achievement gap between foster youth and the general student population by (1) promoting school stability; (2) ensuring foster youth are promptly enrolled in school and in the right classes, and (3) supporting other best practices for serving the foster youth population.
